file.  The content of this file is identical with CYGWin1.dll.  Therefore you
can rename CYGWin1.dll into CYGWinB19.dll and copy it into c:\Windows\System.
You can also copy both files into the mentioned directory so that all programs
that need them can run without difficulty.
