The author of both programs is Robert Hyatt. Certainly many of the techniques learned from Cray Blitz were applicable to Crafty. However, you might be surprised to find how little money was really spent on development. I rather suspect that the lion's share of the expense went to Cray computer time. None of the chess programs (not even the commercial ones) have tons of money thrown at them. While perhaps a dozen chess programmers make a decent living at it, none of them has trouble finding space for the buckets of money that are pouring in. I think that chess programmers do it because they love doing it and for no other reason.
