It is not the case at least for crafty.

Crafty17.07 did 39 out of 80 in Chessfun vacation tournament(1 hour per side)
and Hiarcs7.32 did also 39 out of 80 so I do not see a big difference between
the commercial Hiarcs7.32 and crafty17.07
