Probably the easiest way should be to open the cbv fil by "click" presuming you have either the "full" or the "light" version of ChessBase and then in the menu for games you can export the gmae you have loaded to a HTM or as you asked about a txt-file loadable in numerous text editors such as Words or Notepad
