Who and how selected Fritz ? There are planty of programs that cuold have been selected, even if you look only for a Dutch program (e.g. The King, even if the definition of "Dutch program" is not really clear to me...) Human players have to qualify, do we have shortcuts for programs ? Based on what ($$$) ? Or is the Dutch federation following the example of Kasparov, that is selecting the best opponent for himself based on his own judgement (in the end he is the best chess player in the world, so he know who really deserves to play for the title :-)
