I think tournaments that are designated as "open" tournaments should allow
computers.  If it is a National Championship or State Championship then I think
it's a humans only tournament.  A National Open or State Open tournament could
allow computers but I think there should be sections for humans only and
humans/computers.  You may find that the only competitors in the
humans/computers section are computers.

Granted it is only a game.  But the game between two humans has a psychological
side that will never occur in a computer game.
