Actually, come to think of it, in a tournament this is not permitted. You must
inform the director your intention not to play with ample notice, so he can redo
the pairings. If you cannot give ample notice, the opponent is awarded a forfeit
and you may be fined if you do not have an acceptable reason for not playing.

Clearly, with such a "chess plying program", you _are_ able to give advance
notice, since you know in advance it will not be able to play a move.

Even more clearly, I have taken all this much to seriously, so ignore all of the
above. ;-)
