I hope somebody who has some practical experience with calculating ratings can help you further. But if you want to start from the basics I think it is best to get hold of prof. Elo's book somewhere: The Rating of Chessplayers, Past and Present, Arpad E. Elo, 1978, ISBN 0-7134-1860-5 There are programs to calculate ratings directly from results but personally I only know some in Dutch. Your chess federation could surely help you further?
