No it is not the problem. The problem is that the tablebases do not contain moves but only results(draw or mate in number of moves) Top programs never get KRQ vs KR endgame because they do not promote the pawns into queens. It can be solved easily by stopping to use the tablebases when the distance to mate is reduced(It was done in crafty) but part of the programmers are not responsible enough to test their programs before releasing it(they could see the problem by testing their programs before doing it commercial and fix it).
