I don't understand your question.

Hiarcs wants to pay the 1000 $ but wants to have emerge-pro status
because mark works full time in another job and feels himself NOT as
professional.

Marty is not able to pay 1000 $.

Now we have two cases where ICCA stops strong programs from
participating.

What is fairness ?
