You can take the first position out of book of the programs if the positions
after 15 moves are in the book.

Sometimes programs are out of book only at move 20 but sometimes they are out of
book in move 10.

You do not have to ask programmers about it.
If you buy programs you can do games between them from the positions that you
decide when every program plays the same positions with both colours.

You can use last games of GM's to decide about the positions and I see nothing
that programmers can do to stop you.
