The only time I have seen this is when I got a file from overseas, which had a
date time stamp a day ahead.  Since it always thought the source file was newer
than the object, it recompiled every time.  However, I figured out what was
wrong and did a 'touch.'

Check the date time on your machine and see if the clock is off.
