I have not been part of the ICC (C) scene for long, but even as a newbie, one
can't avoid seeing the mass of (C) operators that (sometimes even quite raw in
nature) state that they have been +NOPLAYed by you - not for violating your
matching criteria - but because you "like to keep crafty's rating above 3000."
(mainly the tiger's and shredder's.)

Is this merely a "You noplayed me so I'm gonna trash you in my notes" situation?
 (I can't imagine that it would be anything else, as defeats would only stand to
help you improve your program, which you seem to do quite effectively and
consistently.)

This is a _question_ not an _accusation_, as I have never had problems with
being +NOPLAYed by you (but I also follow the rules.)
