But my suggestion would make that practice illegal, since the clock is
more than two minutes off, and the TD can instruct to set the exact time
remaining.

Maybe I didn't make my suggestion clear enough. It is simply:

- Set the CORRECT time whenever you wish.
- Don't set or leave INCORRECT time.

Here it is as a catchy slogan:

"Correct time GOOD ! Incorrect time BAD !" (repeat 6 times).
