I think that Gandalf 4.x (by Steen Suurballe and Dan Wulf) is the strongest
Winboard engine at tournament levels. It's not that bad at blitz either.  One
can see Gandalf in action on FICS, I think.  Of course, dual or quad Crafty is
stronger, but given equal hardware I believe that Gandalf would prove better.
Why?  From what I've seen, Gandalf is a very good positional player with sharp
tactics.  Lots of knowledge and very aggressive.  Great book.

Of course, I may be wrong here.  Just a personal impression.  I would place
Crafty and SOS sharing second, Nimzo, Shredder3 as sharing third, etc.
Actually, there are many excellent WB engines :-)
