I do it inside Crafty. But I have seen *many* programs where the operator simply enters a time that is less than the real time, to allow himself a cushion. I don't believe it is reasonable to make those folks start modifying the code here at the 11th hour and introduce some sort of bug that is guaranteed to show up at the worst possible moment. For me it is a non-issue. Crafty uses a "operator N" command and will "hide" N minutes from itself when doing time allocation calculations. Bruce doesn't do this. Requiring him to suddenly add this seems like a poor policy this late... Fine rule for next year, but not at the last minute this year.
