Please everyone: are we going to get crazy with the time control
problem? I've never seen a topic getting so much messages in such little
time on this group!

I think the rule is going to become something like

  hi
    TIME_T tval0
    TIME_DIFF delta_t
    while {do_first(control)<2}
    hi
      get tval0
      move /tval0++
      if {under_time()>2 .and. hash[table]&1}
      hi
        call operator .and./.or. tournament director
      bye
      // This case is for '98 time rule
      delta_t=tval0-(current_time()-fudge^2)
    bye while/do
  bye time proc see you return rand(tval0)

And remember, 10 seconds to make a move is a long time. So you can
imagine the damages if we have to apply such a time rule.

Ok, I stop joking.

If you want something simple with no way to cheat: NO CLOCK ADJUSTEMENT
ALLOWED. In case of serious problem (power failure), the TD rules. If
somebody is unable to apply this rule without modifying its program, let
me know.
