It's a less obvious case of the same thing. Yes, you are correct that it is not
identical. However, the point is that in both cases, a GM is not playing for the
win. In your example, at least the GM plays on if the other GM declines.

But what is worse? Having a half dozen agreed upon draws in a 12 round
tournament, or having three forfeits and three wins?

I'm not sure there is that much of a difference. In both cases, the player is
not playing to win every game.
