It is so nonsense that FIDE laws say that the player may ask to the operator to
resign. This is because the computer cannot get offended. Of course the oeprator
is not forced, since he might have a different opinion.

And this is instead a right of the operator, which can accept a draw but not
offer it, unless the program asks for it directly (As you say an inernal
solution).
