USCF uses it own rules becaus US citizens feel to have the duty to rule the world, but most of the international tournaments ususally follow FUDE laws, in e.g. Italy also local tournaments apply FIDE laws plus some extra. Anyway, tht rules are at least a hint, not a proof that Tiviakov has some arguments, why don't you argue on that instead of USCF? regards Franz
