It is clear that tiviakov wanted to win the game and offering a draw when you can be sure that the opponent will not agree is not a nice gesture. If he did not want to win on time he could wait and offer a draw only after tiviakov does a mistake or after he see that tiviakov has only few seconds to finish the game and it is clear that he has no chances to win.
