I don't claim to know Frans Morsch that well, but I would be very surprised if
he offered the draw in order to distract his opponent.  I would bet that he did
it because he thought that it was what he should do.  Whether offering was the
right thing to do, I'll let others argue about, but I don't question why he
offered.
