Yes, they do. If GMs insist that such restrictions is imposed then it's going to
happen, whether the programmers like or not IMO.

They don't need rated tournaments to do so. Furthermore, they don't need
advanced hardware to estimate if their program has improved and the same goes
for tablebases or various other means.

It's not true if you claim that you can't learn anything if restrictions are
made. However this is rather academic, since it's the GMs that decide how it
should be, not the programmers, or am I wrong?

No, it isn't. You treat human chess players as guinea pigs for the purpose of
improving chess software. I don't like that point of view.
