Actually, there are tournaments which are by "invitation only". Often states
hold closed championships and invite the top finishers from recent tournaments.

This has become less popular of late at least in looking at tournament results
in USCF's magazine.

A couple that fit this are probably a couple of the big GM events that we have
watched on ICC.
