This is not wrong.  The "other article" is.  You can't claim a draw, just
because you are behind on time and ahead a pawn or two.  You have to have a
clearly won position, with no chance for your opponent to win at all.

The clock _still_ controls the game, but can't be used to win a drawn position.
But it can be used to lose a maybe won position.
