Where did you come up with that?  It is standard procedure for an operator to
resign or offer a draw when they think it is reasonable to do so.  This might
change in the future, but it's been happening for 25 years.

You had some other comments, many of which I also disagreed with, but I would
rather not bring the discussion too far afield.
