Yes, that is true. A point which apparently still eludes a lot of people. They
determine the rules and the money involved. When the tournament organisers of
the Dutch Chess Championships did it without complete consent, they were asking
for trouble and they got it. Most actions, including the protest from Tiviakov,
can be explained in that light IMO.
