The Canadian chess federation does rate forfeits. I think Fritz-Bosboom would be rated by any chess federation (unless it is found it was a fixed result, which would lead to severe penalties for both players). I agree that this result does not reflect Fritz playing strenght, but then we can not be choosing which results do count and which do not. For Chris' purposes, I think he should count any game that would be rated, and let other people interpret the results. José.
