Hi Bob, under current FIDE rules, a player can not lose on time for making an unjustified draw claim. That was posible many years ago. An incorrect draw claim was penalized with five minutes on the clock, and if you had less than that then you lose on time. The current penalty is adding time to the opponent's clock. IF the arbiter thinks the draw claim was ill-intentioned then he might deduct time, but never more than half the remaining time on your clock, up to a maximum of two minutes. No way to lose on time for making incorrect claims. Had Tiviakov claimed a draw, I do not think the arbiter would think it was out of bad will. José.
