Then it's the same as not allowing the player to participate at all. Van der Sterren is more entitled to play in the Dutch Chess Championships than Fritz ever will, so his refusal is more than justified. The problem is that van der Sterren wants to play in _his_ national championships, but not against a chess program. Obviously he couldn't force the organisers to abandon the idea of Fritz participation, so he uses his right not to play against it. The conceding without a fight is utter baloney IMO.
