I think that you exclude everything _but_ problems on the computer side.
The machines _will_ have hardware problems.  Such ratings are therefore
valid.  Ditto for operator errors.  They should be infrequent, but since
they happen they are clearly part of the actual rating of computers...
Forfeits where the opponent didn't play a move are meaningless.  As are games
where the opponent played a couple of moves just to meet some ill-thought-out
requirement to qualify for a larger prize fund, before he resigned.
