If a program changes its mind it is because the new move _appears_ to be better than the old move. Without an extra ply or full iteration you can't be certain that the new move really is better. In some cases the new move might be a lot worse than the old one and I don't think it's unusual. At blitz time control there's no way you can be sure that the extra time is utilized to find a better move. Best wishes... Mogens
