In many cases, it's much worse than this. Earlier this year, I attempted to find some copies of the ICCA at my university (Indiana University). Since they didn't have any, I looked into whatever universities were in their library loan system (at least most/all of the universities in Indiana), but none of them seemed to have any copies of any issues. I think if I could see some of the back issues without actually ordering them first, I could make a much better decision whether to subscribe to the Journal. As it is, I pretty much know nothing about the organization, and so I'm reluctant to send any money to them (as I'm a very poor college student at the moment, even a little bit of money can be too much).
