Until now Usenet set its own standards. The same goes for the rest of Internet. If there's a place you don't like, leave it and set up a new place. You have experience with it yourself Steve, providing your own forum with the ability to kick out the ones out for troubles, thank goodness. Not that *you* did say something about ICCA, just giving my opinion *here*, but ICCA could have done the same. After all it was a commercial site bringing _this_ message board to life, not the association of people that rely so dearly on the Internet as a whole.
