What you describe are basic functions which every "normal" chess program has
(the ChessBase 7.0 program itself is a database and analysis tool and therefore
has no playing environment, but this is an exception). I think it would be best,
if you make yourself familiar with some of the common chess programs like Fritz
6, Rebel etc.; there are free Demo-Versions etc. downloadable at their sites.
There are also very good freeware programs like WinBoard, Der Bringer and many
more, which are well equipped and should suit you with all the elementary
features of a chess program.

P.S.
The Fritz Layout has nothing to do with the board positions, it's for saving the
screen layout (how the windows are arranged).
