I guess that the reason is that they assumed that customers do not care about
the strength of the program(they probably assumed that if the program is at
least at master level than the strength of it is not important).

This is also the reason that chessmaster7000 has the same engine as
chessmaster6000.

They probably discovered that it is not the case and this is the reason that
chessmaster8000 will have a better engine.
