For a free compiler, GCC is hard to beat. You can get it for just about any 32-bit platform and OS. There is no reason for you to invest in a commercial one if you are just learning to program these languages, IMHO. You can probably find all that you need by feeding +gcc +<your OS> to a search engine. If not, ask here for a pointer or two. You did not tell what computer & OS you are using yet...
