White is winning by just a tempo. If it were Black to move, Black would be
winning. To get an even better idea of just how delicate a matter it would be to
create eval code to catch this, compare the following similar positions:

[D]5k2/7K/6P1/p4p2/P6P/P1b5/8/8 w - - 0 0

Which draws.


[D]5k2/7K/6P1/1p6/7P/2b5/8/8 w - - 0 0

Which loses for White.
