I can add that programs can find book moves with no book by hidden books.

Rebel with EOC can find 2.c4 in the position after 1.d4 d5 because it gives a
bonus to 2.c4 based on results of GM games.

programs can use an hidden EOC to find this move with an empty book.

The only idea to do opening book not productive is limitation about the hardware
so opening book will be a bad idea because it is better to use the small memory
for better extensions and better evaluation and not for an opening book.
