In fact they simply don't do that reliably.
At least i am not aware of such a program.
I think it is not easy to estimate the strength of a program on a particular
machine without some sort of testing, since we all know the tremendous influence
of the underlying hardware. But it could be done.
The "ICC-Greenlist"
(http://site2936.dellhost.com/forums/1/message.shtml?114177)
features a formula for that.
It should be done (Hint for programmers:), since most chessplayers like to play
against players of comparable strength.
I am waiting for it.
