Probably.

White doesn't have to take the Rook - 2. exf5 leads to a very sharp position.
I think it's still drawn after
1... Rg7 2. exf5 Rb7 3. f6 c4 4. Rc8 Kb5 5. Kg6 f3 6. gxf3 g3
and now
7. f7 g2 8. f8Q g1Q+ 9. Kf5 Qg3 10 Qe8+ Kb4 11 Rxc4+ Kxc4 12 Qc6+ Kd4 =
or
7. Kf5 Kb4 8. Rg8 c3
9. Rg7 Rxg7 10. fxg7 c2 11. g8Q c1Q =
9. Rxg3 c2 10. Rg7 c1Q 11. Rxb7+ Ka5 12. f7 Qc8+ =
but it's a close-run thing.
