That _is_ the policy.  Anyone with an original account was an automatic approval
when I was in charge.

Please note that "original account" does _not_ include somebody who fiddled with
the Crafty evaluation a bit and called it their own program, and other such
things.

One area where FICS is fairly short where chances of getting an account (even if
it's not original) are in the low rating sections.  Shortly before I resigned
the position, I added 2 accounts, fake and flak, which since then have each
played over 4,000 games.

If the author of a program applied for an account, rest assured that they would
get it.  (delays in processing the applications aside)
