Hmm, I have a dual boot (win95 / Linux) .. and I am actually running the 2.2.13 kernel myself :P It compiled just fine for me simply with "make -f makefile.gcc" .. so I have to suspect something fishy is going on with your system, although I really don't have any idea what it is off the top of my head..
