It's little more than an educated guess. Every time a program does well, the proponents of "machine dominance" jump for joy and proclaim the end of mankind's reign in the arena of chess. Every time the human GM's trounce the machines, the "humanity advocates" deride the hulking pieces of flimsy tin as inferior, dimwitted dullards. My opinion (without adequate facts to back it up) is that the best programs are near GM level right now because GM's don't know how to play them. When GM's learn anti-computer strategy, they will beat the machines back for a time (maybe 1-5 years) and then the algorithmic and hardware advances will gradually creap past.
