As you've observed the Dos mode from Win95 desktop looks right.
I replicated your test to see if I get such an extreme difference using
just 64 megs. Through Win95 I get 0:38 and through my Dos mode icon
I get 0:37 (Rebel 8 on a k6-200).

-Does Rebel 8 give you the same same wide variance?
-Have you removed some ram from the Toshiba to see how 64 Megs works?
-When you first boot into Win95 run System Monitor and note how
free memory you have.
-Anything running in the background in the Win95 session? Things like
disk cache resizing or Cd-rom activity(the Win95 default is to
continually check for CD-rom inserts but can be disabled)?
