Ne2 is most of the time of limited independent value as it transposes to main lines ( see last post ) b.) If you want to see some nice ideas connected with this move I recommend "Keres - Selected Games " ( title maybe slightly different ) - one of the best chess books of all time and Keres was one of the guys who experimented with this line a lot . If you are not an opening guru it is not worth the time to think about this line a lot , you will just transpose to your usual sicilian pet line with black .
