I think you're missing the main thrust of the CAP data.  It is not intended to
be the primary criterion to decide which move is to be played.  It's a lesser
factor, to be merged in with GM frequency counts, past results, and other
factors.

If you mean "don't trust CAP data by itself", sure, I'll agree.  But "don't use
CAP data" seems overly harsh to me.
