3.5/9 give a TPR of 2613 which is above 2600 for the norm.

The average Fide rating is 2702 and 3.5 yeilds a -2 score for
wins vs losses.  TPR=2702 + 400(1-3)/9 = 2613.  Unless my math
is wrong.
