Hi:
Problem with your post is that you did not define what it is to be GM after all.
So I can agree with you only provided we recognize the sad fact that the GM
category is so wide that is scarcely useful. You have GM's in the 2500 or so
level to GM's in the 2800 or so stratosphere. And there are so much differences
between oner limit and the other that, then, to say a program is GM level is not
enough.  Is like saying that a racing car is "fast".
I personally believe that in 2 hours per 40 moves the best programs running in
conventional hardaware are more in the IM level -high limit of it, in any case-
than in GM. Nevertheless, they can produce GM perfomance in this or that game or
tournament. So I finally would say: they are IM players with capabilities to
make sone inroads in GM level from time to time. I believe is the case of
Junior.
