For USCF events, the important points are: 1. computer plays under "blind" player rules. IE an operator to make moves for it and tell it what moves were made. No exceptional conditions for making wrong moves or anything, beyond what is spelled out for blind players. 2. computers can's "win" an event, nor take any prizes, no matter how high they finish. 3. opponents may request, before the tournament starts, that they not be paired against computers. At one time, this was strictly followed. Later it was modified to "you can request it, and the TD will honor it, *unless* the pairing is necessary because of Swiss rules. I don't how this was left... FIDE doesn't have rules since they have not (until recently) even allowed electronic players to participate, but their cost is exhorbitant to register a computer. None have that I know of.
